I noted that if nothing is entered in the first script, one cannot create a 2nd script.
As soon as you type something in the empty script you can create a new one immediately.

This behavior is intentional. It allows you to start the editor, choose a template, and continue from there, without having to switch from (or close) an empty script to the newly initialized one.
