windows 8.1 and IJ-2 RC2

Problem:
Use file | open to open a test file.  Track the opening progress by watching the progress bar on right of IJ2 window.  Note that the bar only partially populates and then never resets or disappears to indicate completion.  This is a somewhat 
sporatic behavior.  Occasionally the bar will appear empty at the end; but occasionally it will be 10 - 50% complete at end.

Fixed in https://github.com/imagej/imagej-common/releases/tag/imagej-common-0.7.3

Uploaded to Fiji, so it should work after updating.

As this was caused by a specific plugin that was computing progress incorrectly, there could be other scenarios where the progress bar miscalculates its progress.. so please let us know if this happens again!
