On Windows, Fiji will create a new IJ_Prefs.txt in the folder it was launched. With ImageJ, the IJ_Prefs.txt is usually only saved in the ImageJ installation folder. This is annoying, as the user system can be left with many many IJ_Prefs.txt files. Can Fiji store the IJ_Prefs.txt always within the installation folder?

IJ_Prefs.txt will be stored into the home directory now:
