When using the Bug Reporter (Help > Report a Bug) in an up-to-date Fiji, the pre-filled information about Fiji is more than 78000 characters long. When you try to submit, Bugzilla replies with an HTML error page stating that "Comments cannot be longer than 65,535 characters." (the raw html being displayed in an ImageJ text window).
That makes it unlikely for a normal user to understand what the issue is, let alone to submit the actual report successfully.
