When changing the window and level in IJ2, it fails to update the image until the W&L dialog box is exited.

Thanks for the report!

The issue is that Window/Level is an interactive ImageJ1 plugin, being run in ImageJ2 via the legacy layer. IJ2's legacy layer does not support such interactivity well. Our strategy to deal with it has been to port such plugins to the ImageJ2 framework. We have such a port of Brightness/Contrast (though it needs work), which restores the interactivity. We also plan to do the same for Window/Level.
