ImageJ loads DICOM images (medical x-rays, etc.) with a simple drag-to operation.  FIJI just hangs.

Do you have "Use SCIFIO when opening files" enabled in Edit>Options>ImageJ2? DICOMs load *very* slowly and are displayed incorrectly when this option is enabled.

Yes they were checked by default.
I unchecked them and the problem was resolved.
